This is an attractive boot but that extra layer looks like chaps for your feet. It's certainly an interesting variation on decorative layering, and if you can pull it up will provide extra warmth during walks outside. I think if you're a tall gentleman, then it's perfectly good. Otherwise, it will just look clunky on shorter men.
